Joaquim Carneiro é doutorado (Ph.D.) em Engenharia Mecânica pela Faculdade de Engenharia da Universidade do Porto (FEUP), Portugal e licenciado em Física e Química pela Universidade do Minho (UMinho), Portugal. Foi coordenador do grupo de revestimentos funcionais (GRF) do Centro de Física (CF) da UMinho, membro do Concelho Científico da Escola de Ciências da UMinho e membro da Comissão Directiva do Centro de Física onde desenvolve a sua actividade de investigação nas áreas da nanotecnologia, engenharia de superfícies, revestimentos funcionais, materiais fotocatalíticos, processos de anodização industrial e novos materiais para a construção civil.
Desde Janeiro de 2015, desempenha o cargo de Chefe de Departamento de Políticas de Investigação e de Pós-graduação da Academia SONANGOL/ISPTEC (Sociedade Nacional de Combustíveis de Angola), Luanda/Angola. Desde Maio de 2013 é professor adjunto visitante (posição permanente) da Jiangsu University of Science and Technology, China.
É membro do Concelho Editorial das revistas “International Journal of Photoenergy”, “Coatings” e “Current Smart Materials”, sendo também editor convidado do número especial "Recent Aspects of Thin Films Deposited by Magnetron Sputtering and Emerging Applications".
Tem participado e liderado alguns projectos de investigação com financiamento nacional e europeu (FCT, ADI, FP6, FP7, QREN), tendo também co-organizado e participado em diversas conferências e comités técnico-científicos nacionais e internacionais nas áreas dos revestimentos funcionais, nanotecnologia e nanomateriais aplicados à construção civil. Relativamente a acções de empreendedorismo, foi mentor científico de uma spin-off académica e sócio fundador de 2 empresas de base tecnológica. Foi distinguido internacionalmente com do prémio “Janus” concedido pelo Instituto de Estudos Avançados (IEA-USP) e galardoado com o prémio nacional “Magconcept” atribuído pelo Instituto de Apoio às Pequenas e Médias Empresas e à Inovação (IAPMEI).

Joaquim Carneiro holds a Ph.D. in mechanical engineering from Faculty of Engineering, University of Porto (FEUP), Portugal, and a M.S. in physics-chemistry from University of Minho (UMinho), Braga, Portugal. Carneiro served as the Head of Functional Coatings Group in the Physics Centre at UMinho were develops its research activity in the field of nanotechnology, surface engineering, nanostrutured materials, functional coatings, photocatalytic materials, industrial anodizing processes and novel construction materials.
Since January 2015, Carneiro is the Head of the Department for Research Policy and Post-graduation at Academy of Angola National Combustible Society (SONANGOL/ISPTEC), Luanda/Angola. Since May 2013, he is also Adjunct Professor at the Jiangsu University of Science and Technology, China.
Carneiro has authored more than 100 articles (50 articles published in scientific journals with peer review and impact factor), 1 book, 6 book chapters, and 1 patent. He is member of the editorial board of “International Journal of Photoenergy”, “Coatings” and “Current Smart Materials” and was the Academic-editor of the Special Issue "Recent Aspects of Thin Films Deposited by Magnetron Sputtering and Emerging Applications".
Carneiro participated and leaded some Portuguese and European R&D projects (FCT, ADI, FP6, FP7, QREN). He co-organised scientific and technical committees of national and international conferences related to functional coatings, nanotechnology and nanomaterials applied in civil construction. Concerning SME Innovation promotion Carneiro was the scientific mentor of one high-tech based spin-off proposal and founder of 2 technological SME’s. Carneiro holds 1 international award (Janus Award from the Institute of Advanced Studies/IEA-USP, Brazil) and 1 national innovation award (Magconcept Award from IAPMEI).
